honest answer: tiktok doesn't offer message recovery. once you delete a DM on your side it's gone from your view. the other person might still have their copy on their account though — if someone has access to her phone/account they could see the conversation from her side
you can request a full data download from tiktok (settings > account > download your data). it takes a few days. if your deleted messages are included in the archive depends on how recently you deleted them, but it's worth trying

the data download is hit or miss for DMs specifically. some people get their full history including deleted stuff, others get nothing. tiktok is inconsistent. definitely worth trying tho
if you can get in touch with her family, you could ask if they'd let you look at the conversations from her side. i know it's hard to ask. when my friend passed, her mom actually wanted to share that stuff with her friends — she appreciated seeing what her daughter meant to people
